States with the Highest EV Penetration in the 2W Category
EV penetration refers to the percentage of electric vehicles sold in relation to the total number of two-wheeler sales. Some states showed remarkable progress in this area, highlighting their readiness to embrace electric mobility.
- Kerala led the pack with the highest EV penetration at 13.5%. Though the state saw total 2W sales of 2,83,096 units, a significant proportion of those were electric two-wheelers, showcasing the state’s preference for sustainable transportation options.
- Karnataka followed with an EV penetration of 11.6%, with 89,607 out of 7,75,109 two-wheelers sold being electric. This demonstrates that Karnataka is becoming a hub for electric mobility, likely driven by the presence of key players in the EV sector.
- Maharashtra maintained a strong position with 10.6% EV penetration, indicating that the state continues to prioritize electric vehicle adoption.
- Telangana also saw a significant portion of its total 2W sales being electric, with an EV penetration of 9.4%. With 36,072 e-2Ws sold out of 3,85,531 total 2W sales, Telangana has shown an increasing preference for electric models.

Key OEM Players
During this period, Bajaj Auto emerged as the leading original equipment manufacturer (OEM) for electric two-wheelers in Maharashtra. Bajaj’s strong presence in the state, combined with the growing demand for e-2Ws, helped position the company as a top player in the local EV market.
For the other nine top-selling states, Ola Electric led the e-2W market. Ola’s affordable and reliable electric scooters have gained widespread popularity, helping the company capture a large share of the e-2W market across states like Karnataka, Tamil Nadu, and Uttar Pradesh.
Conclusion
India’s e-2W market is on a strong upward trajectory, driven by growing environmental consciousness, government incentives, and increasing infrastructure for EVs. While states like Kerala and Karnataka lead in terms of EV penetration, major markets like Uttar Pradesh are gradually catching up. With companies like Bajaj Auto and Ola Electric at the forefront, the future of electric mobility in India’s two-wheeler sector looks promising.
